Property in Azerbaijan

Azerbaijan is one of the most affordable entry points on the Caspian, and almost all of its international demand concentrates in and around Baku. The market here is dominated by the primary segment: new-build towers and branded residences sold off-plan, usually priced in US dollars and offered with staged payment plans that run until handover.

The clearest example is Sea Breeze, a large master-planned resort development on the Caspian shoreline roughly 30 km north of central Baku, on the Absheron peninsula. It has drawn international developers and branded residences, and most of the new apartments, townhouses and villas available to foreign buyers in Azerbaijan today sit inside projects of this kind rather than in the historic centre.

Ownership rules are simple but have one important limit. Foreign individuals may own apartments and buildings in Azerbaijan outright, on the same footing as citizens, but they may not own land. Where a home comes with a plot — a villa or a townhouse — the building is owned and the land beneath it is held on a lease, which can run for up to 99 years.

Frequently asked questions

Can foreigners buy property in Azerbaijan?+

Yes. Foreign nationals and stateless persons may buy and own buildings and apartments in Azerbaijan — residential, office, commercial and industrial — with the same ownership rights as citizens. There is no approval procedure specific to foreign buyers for an apartment purchase.

Can a foreigner own land or buy a villa with a plot?+

A foreign individual cannot own land in Azerbaijan. You can still buy the villa or townhouse itself: the building is registered to you and the land under it is leased rather than owned, commonly for terms of up to 99 years. A company registered in Azerbaijan — including one founded by foreign nationals — can acquire land.

Does buying property in Azerbaijan give residency?+

It can support an application. A foreign national with real estate in Azerbaijan worth at least AZN 100,000 may apply for or extend a temporary residence permit, and holdings from AZN 200,000 open a route to a permanent permit if the further statutory conditions are met. Buying property is not by itself an automatic grant of residency.

What is Sea Breeze?+

Sea Breeze is a master-planned resort development on the Caspian coast about 30 km north of central Baku, near Nardaran on the Absheron peninsula. It combines residential complexes with beach, marina and leisure infrastructure, and several international developers and branded residence projects are building there.

What currency are prices quoted in?+

The national currency is the Azerbaijani manat (AZN), but developers selling to international buyers usually quote and contract in US dollars. Listings on this site show the currency the developer publishes.

Are these properties finished or off-plan?+

Most of the international-facing stock in Azerbaijan is off-plan: sold before completion, with a stated handover quarter and year, and paid for in instalments during construction. Each listing shows the handover date and construction status where the developer publishes them.
