The cost of living in Dubai in September 2026 comes to roughly AED 8,000–16,000 a month for a single person renting a studio or one-bedroom flat, and AED 30,000–37,000 for a family of four in a three-bedroom villa with two children in private school. That is about USD 2,100–4,300 and USD 8,500–10,100 at the Central Bank of the UAE's fixed rate of AED 3.6725 per US dollar. Housing decides most of the gap: the same one-bedroom averages AED 61,000 a year in International City and AED 133,000 in Downtown Dubai (Bayut H1 2026 rental report, checked September 2026). Below is where each number comes from, and what changes if you buy instead of rent.
Monthly budgets at a glance
The table combines average asking rents from Bayut's H1 2026 rental report with Numbeo's estimate of everyday spending without rent (AED 4,204 a month for one person, AED 14,781 for a family of four, updated 22 September 2026), plus the 5% Dubai Municipality housing fee. School fees are added separately for the family, because tuition varies too much to average.

Housing: renting
Bayut's H1 2026 rental report (checked September 2026) puts average annual rents for apartments at:
- Affordable areas: studios from AED 40,000 in Deira and AED 41,000 in International City; one-bedrooms AED 56,000 in Al Nahda and AED 61,000 in International City.
- Mid-tier: in JVC a studio averages AED 54,000, a one-bedroom AED 79,000 and a two-bedroom AED 113,000; in Business Bay a one-bedroom is AED 104,000.
- Premium: one-bedrooms average AED 103,000 in Dubai Marina and AED 133,000 in Downtown Dubai; a two-bedroom in Downtown is AED 223,000.
Villas follow the same pattern in the same report. A three-bedroom averages AED 112,000 a year in DAMAC Hills 2, AED 142,000 in Mirdif and AED 170,000 in Arabian Ranches 3. Four-bedroom villas in Dubai Hills Estate average AED 359,000.
Bayut described the first half of 2026 as a stable rental market, with modest rises in some affordable areas: 4.25% in International City, 0.56% in Mirdif villas. Landlords still quote rent per year and often want it in one to four cheques, so a new tenant needs a lot of cash on day one.
Upfront costs for a tenant
On top of the first rent cheque, expect to pay, according to Bayut's guide to renting costs (checked September 2026):
- security deposit: usually 5% of annual rent unfurnished, 10% furnished; this is market practice, not a legal rule;
- agency fee: usually 5% of annual rent plus 5% VAT;
- Ejari registration of the tenancy contract: AED 177.75 online, around AED 220 at a Real Estate Services Trustee Centre;
- DEWA deposit: AED 2,000 for an apartment, AED 4,000 for a villa, refundable when you leave.
For the AED 79,000 JVC one-bedroom that adds up to roughly AED 10,300 before you buy a single piece of furniture.
Housing: owning
Buying swaps rent for a mortgage payment, a one-off purchase bill and annual running costs. The purchase bill, per the Dubai Land Department fee schedule as summarised by Property Finder (September 2026):
- DLD transfer fee: 4% of the price. The schedule splits it 2% buyer, 2% seller, but in practice the buyer usually pays all of it.
- Registration trustee fee: AED 4,000 plus VAT (AED 4,200) for homes at AED 500,000 or more, AED 2,100 below that.
- Title deed issue: from AED 250.
- Mortgage registration, if you borrow: 0.25% of the loan.
If you finance, the Central Bank of the UAE caps the loan at 80% of the value for an expatriate's first home up to AED 5 million, and 70% above that (CBUAE mortgage regulations, checked September 2026). Since 1 February 2025, under the Central Bank's rules as reported by lenders and checked in September 2026, banks no longer roll the 4% DLD fee and the agent's commission into the loan, so plan on about 26–27% of the price in cash for a first home (20% deposit, 4% DLD, agent commission of around 2% plus VAT, registration fees).
Running costs of an owned home
Service charges are the biggest line. Each building's rate is approved by the Dubai Land Department and published in its Service Charge Index, in AED per square foot per year. In the 2026 index, most apartment buildings fall roughly between AED 10 and AED 30 per sq ft (DLD Service Charge Index, checked September 2026); newer towers with pools, gyms and concierge sit at the top. As an illustration, a 700 sq ft one-bedroom at AED 15 would cost AED 10,500 a year. Look up the exact building in the index before you make an offer, because two towers on the same street can differ by half.
Owner-occupiers who are not UAE nationals also pay the Dubai Municipality housing fee: 5% of the home's rental value as assessed by RERA, collected monthly through the DEWA bill (Dubai Municipality rules as explained by Bayut, checked September 2026). For a JVC one-bedroom valued at AED 79,000 in rent, that is about AED 3,950 a year. Add home insurance and a maintenance reserve.
A rough comparison for that JVC one-bedroom: a tenant pays AED 79,000 a year in rent plus the housing fee; an owner pays service charges of around AED 10,000, the same housing fee and the mortgage. Whether owning wins depends on your mortgage rate and how long you stay: the 4% DLD fee is paid once and is only recovered over several years of not paying rent.
Utilities: DEWA, district cooling and internet
DEWA bills electricity for residential accounts in slabs: 23 fils per kWh up to 2,000 kWh a month, 28 fils for 2,001–4,000, 32 fils for 4,001–6,000 and 38 fils above that, plus a fuel surcharge that was 6 fils per kWh in mid-2026 and 5% VAT (DEWA slab tariff, checked September 2026). Water is billed separately on DEWA's own slab scale, and summer air conditioning is what pushes the electricity bill up.
In many towers the cooling is not on the DEWA bill at all. District cooling providers such as Empower charge separately: a capacity charge of AED 750 per refrigeration tonne (RT) a year, whatever you use, plus a consumption charge of AED 0.568 per RT-hour, a meter fee and 5% VAT (Empower's charges as listed by Bayut, September 2026). A flat allocated 3 RT pays AED 2,250 a year before switching the air conditioning on. Ask the landlord or seller whether the building is "chiller-free" (cooling included in the rent or service charge) or on district cooling, and for the last summer's bills.

Schools
Private school fees in Dubai are frozen at 2025–26 levels for the 2026–27 academic year, the Knowledge and Human Development Authority (KHDA) confirmed in 2026. The freeze covers tuition only; transport, uniforms, books and trips are extra.
Tuition varies more than any other line. Among the 23 schools KHDA rates Outstanding, Khaleej Times lists fees from about AED 29,000 a year (lower grades at Lycée Français International Georges Pompidou) to about AED 112,000 (upper grades at Dubai British School Jumeirah Park), July 2026. Many schools with lower ratings charge well under that. The family rows in the table above assume AED 40,000–60,000 per child. Get the fee for your child's grade from the school, since fees rise sharply in secondary years.
Healthcare and insurance
Health insurance is compulsory in Dubai. Employers insure their employees; you, as the visa sponsor, must insure your spouse, children and any domestic staff. The cheapest option is the Dubai Health Authority's Essential Benefits Plan: for a non-working dependant aged up to 65 it costs about AED 650 a year, with 25% co-payment on outpatient visits capped at AED 100 a visit and an annual limit of AED 150,000 (InsuranceMarket.ae summary of DHA rules, September 2026). The Essential Benefits Plan is a minimum; fuller plans with wider hospital networks and higher limits cost more, so get quotes for your family's ages before you set a budget.
Transport
- Metro and bus with a Silver nol card: AED 3 within one zone, AED 5 across two, AED 7.50 across three or more (RTA, September 2026). Numbeo puts a monthly pass at about AED 275.
- Taxi: minimum fare AED 12 when hailed on the street, AED 13 when booked in an app (RTA fares as reported by Khaleej Times, checked September 2026).
- Petrol in September 2026: Super 98 AED 3.80 a litre, Special 95 AED 3.69, diesel AED 4.30 (UAE Fuel Price Committee, via Gulf News). Prices change monthly.

Numbeo prices, updated 22 September 2026: milk AED 6.30 a litre, a loaf of bread AED 5.66, a dozen eggs AED 12.26, chicken fillets AED 33.59 a kilo, rice AED 9.29 a kilo. A cheap restaurant meal is about AED 46, dinner for two in a mid-range restaurant about AED 300, a cappuccino about AED 22.
Alcohol is expensive: a half-litre of draught beer in a bar or restaurant averages about AED 50 on Numbeo.
What salary do you need in Dubai?
Using the budgets above: a single person renting a one-bedroom in a mid-tier area such as JVC needs about AED 11,000 a month to cover costs, before saving. Numbeo's average net salary in Dubai is about AED 13,000 (September 2026). A family of four with two children in private school needs AED 30,000 or more, unless housing or tuition is paid by the employer.
There is also a legal floor for families. To sponsor a spouse and children, a resident must earn at least AED 4,000 a month, or AED 3,000 plus employer-provided accommodation, according to the UAE government portal (confirmed in February 2026). Sponsoring parents requires a much higher income.
Cost of living in Dubai compared with the US and India
